Not everyone with the same rank have equal power hunters of the same rank can differ in strength based on like their battle experience skill mastery equipment and unique abilities. It applies on monsters too like the golem relied heavily on its defense and size making it tough but predictable but the King of the Swamp was far more dangerous due to its intelligence and ability to use the environment to its advantage. Both were D-rank monsters but the King of the Swamp was more stronger than the golem
The reason why hunters in the same rank can differ in strength is their stats. Strength, speed, durability..etc. What matters most is the stats. Experience and skill mastery as shown with Jinwoo before his rebirth. It didn't matter. Besides, a hunter's power is what determines the level of equipment they can acquire.

They determine ranks by the amount of magic power in their body and the ranks have ranges, hence the disparity between hunters of the same rank. The difference is even more prominent in S-ranks because all S-rank means is "immeasurable". Idk exactly how the numbers work but, let's say the measurable threshold is 1 million. Then, someone with 1.1 million would register as S-rank, but so would someone with 2.2 million. The 2nd person is twice as strong as the first, but they're both S-rank.
