Now that I think about it, right around 5:47 Shimo paused before beaming Skar, looking at Godzilla. Godzilla roars, and then Shimo uses her breath.
I’m pretty sure that means that she sees Godzilla as the alpha.
Edit: I’m also pretty sure she admires Goji because right at the end when he used his atomic breath to counter the ice age/storm, she looks in wonder and her spikes/crystals glow slightly in response.
