NATTC = Naval Aviation Technical Training Center. The uniform you are seeing is the old NWU (Navy Working Uniform) Type I those were nicknamed "blue berries" because they're blue. They were retired in lieu of the NWU Type III woodland camo because of enhanced fire resistance characteristics and what's the point of trying to blend in with water ya know.
