Mr JD, yes, a vehicle can be impounded on the spot by the official, but such official should not be empowered by the VIO policy to drive an impounded vehicle away from the point of arrest. A VIO tow- vehicle should do that to the pound-yard, not the arresting official driving the vehicle to the yard.
So all the vehicles coming from Sango toll gate, Ikorodu, Berger, Oshodi, Mile 2, will drop their passengers in CMS. That's going to clog CMS that doesn't even have space abinitio
