took a really unoptimized port and tried running it in a relatively unoptimized frontend engine and translation layer, running on a 8.6mm thick phone. yeah its an unplayable slideshow, but that is still impressive!
Tienes mal cunfigurado el emulador, como hiciste para que el emulador utilize OpenGL y no vulkan? GTA 4 en un snapdragon 8 gen 3 deberia de funcionar a 60 fps pero el tuyo solo funciona a 15 fps. Mejor mira un tutorial para que aprendas a configurarlo.
You got some bug eith these configurations, your CPU core are not Being utilized and it's hindering your performance a lot, only core 4 and apparently 0 and 1 are being utilized not even your big cores are in use. You GPU at max graphics is at 20% usage, i bet you could increase the resolution at 4K and it would run the same, fix that and i guarantee this game running at 60FPS.
