The bottom 4 of 3/4 does not represent beats in a bar but the value of the note. Think of like {how many/ of what.} The bottom 4 represents the quarter note (it looks like filled in circle with the the line.) If the bottom note was a 2 you would count the half-note (open circle with line) as 1 beat. So if you had a bar filled with 4 quarter notes in 2/2 time you would count it 1 & 2 &. If the bottom note was an 8 the eight-note( a filled in circle with a line and tail 🎶or if bracketed with filled in circle each with a line connected by a thicker line 🎵) would hold the beat. The quarter note would be two counts and a bar would only hold two of quarter notes. A half note would take up the entire bar. I hope I was able to explain that well it can be a bit confusing for me as well. I recommend researching more time signatures videos.
