The rocket is the development of old-school Defense Primes, on the old cost-plus contract (over budget and delays, of the SLS center core booster with strap-on side boosters, and then the upper stage crew, or autonomous un-crewed capsule. These vehicles the US Congress no longer wants to pay for under Cost- Plus, and no longer want the Government to OWN and OPERATE the vehicles. Awards are already being made going forward under fixed price contracts for services from Commercial suppliers on all aspects of the ARTEMIS program, to develop, demonstrate, and operate, and own. Including the rocket, NASA Administrator Nelson said in an interview, will have to be STARSHIP, (to replace SLS) if there is ever going to be a Moon landing - his words. It seems all has been postponed and up in the air. New Whitehouse administration will decide what they want to do about budget requests.

What broken spacecraft? Starliner is fine. The crew could come home at any time if they needed to. The mission has been extended to allow for additional tests to be performed on this TEST FLIGHT. Minor issues have been identified which they will want to rectify before the next flight, but which do not impact crew safety at this time. The best place to study these minor issues in order to fully understand them is in space; therefore, because the crew is in no danger and the spacecraft is in a healthy state, they’ve decided to extend the mission in order to do just that.
