'Congratulations' is a guy's perspective that she's cheating and he got bad memory from this. In contrast, 'You were beautiful' tells that the memory between them will be always beautiful to her.
Referring from the lyrics, the one who beautiful is the guy. The song is from the girl's perspective that he was so beautiful until now. He will be in her precious memory forever but she has no intention to go back to him. As the first line "What I'm saying now, us again, to begin again is not what I want", therefore she just miss him but does not to begin again.
This is the best explanation for the mv .

actually if you look into the lyrics there this one line said something like , "it's not like i want to get back together". The whole song is about, she moved on, and one day when she looks back, the time she and her ex had together was a great memory, and she is grateful for the memories that her ex gave her, all his love and everything in the past when they were still a couple. TBh i think the name of the song " You were beautiful" is addressing the ex-boyfriend, that he was very beautiful in her memory. There's no need to have any reason for them to breakup, it just does not work out anymore for the girl and so she decided to break up. She's not regretting anything.
