मैं बहुत बार गया हूँ सर देखने पुराने वाले बिल्डिंग में , 7-8 लेयर सिक्योरिटी चेक होता है । रुमाल तक बाहर ही रखवा देते है । जूते कभी चेक नही हुए । जिन सांसद के थ्रू गया हूँ , वो सांसद मुझे नही जानते है , उनके P.A. का एक दोस्त मेरे गाँव का है , उसके माध्यम से मैं कई बार गया हूँ ।

Visiting Pass Signed by MP was 1st responsible for those things

Anyone can take those passes if you have contact with the right person. Moreover most of the passes are pre-signed by the MPs. Their PA and staff distribute those passes mostly.
And the passes are assigned only after clearance from the parliament secretariat.
It was the duty of security personnel to do the thorough checking if each visitor.

Parliament secretariat gives the final clearance. Only then the passes are issued.
Any MP is only a requesting agent to allow any person to go to visitors' gallery.
