I don't know how the law works in Uganda. But you might want to have some legal document stating your rights to the well on your neighbor's land. Because the owner might be OK now, but they might pass away one day and then the heirs might want to start to charge you lots of money to use the pump since they know you depend on it for the farm. Or better yet, when you have recovered financially, you can try again to drill on your land and go deeper.
Since survey was done on your land, the survey should have shown range of depth, in metres, of the depth of water. I believe that if they had gone further they could have busted water on your land. The experience you had shows either that the surveys were not correct or the drillers were only targeting minimum depth level. Congratulations for a breakthrough!

It will help you disinfect your farm and keep your animals healthy. usually wells are drilled at the lowest elevation because water from the area rain will flow and pool up there underground just like your hibiscus get water from the tank. It may be possible in the future for you to try again on the well that was abandoned. In the USA wells can be anywhere from 20 meters near rivers and low land to 125 meters in the mountains. The deeper the well then the harder to pump the water out. good luck
I follow you from Nairobi Kenya. I watched this video on drilling your borehole. Congratulations on your successful project. I note you have several huge farm buildings. I know you are aware that you can harvest rain water. I, however, doubt if you know how much you can harvest. Once you know the actual amount, you will realise that you did not need to drill a borehole. Let me take you through this. I heard you tell Wode Maya that one building is 200x15m. This is 3,000square meters. Assuming you have, say 1500mm (1.5m)average rainfall, the amount of rain collectable from one building per year is 3000x 1.5= 4,500cubic metres. This is equal to 4500x1000- 4.5million litres of water per building per year. I am counting 5 such buildings on your farm - 4.5x5=22.5m litres of water per year. Per month, this is equivalent to 1.875ml. Per day, 62,500l. I doubt if you consume that much water per day and I know there are other buildings on the farm. As you will soon find out, boreholes are very expensive to operate. I encourage you to consider investing in a comprehensive water harvesting project when able to. I am certain the cost of that borehole was about the same as what you would have spent on gutters and huge storage tanks. All the same. You are an inspiration to many and I salute you.
You could have used surveyors with modern tools which can tell the exact depth. On my land i used surveyors who told me the exact depth of 90 metres. So when i called the drillers, we agreed for 100 metres. And exactly, we got water at 92 metres. So by 100 metres it was a plenty of water, though i decided to go for 105metres.
Maybe you could have got water 💧 on your land if they drilled a little bit deeper. It is what it is sadly. I'm glad you have a really nice neighbour. I think it will be cost effective to pump your water into the already existing tanks. A bigger tank will require a bigger tank stand (more steel required) and bigger tanks don't do so well on tank stands from my experience.

We Luhyas of Kenya believe we came from the Bamasaba people of Uganda; but i tend to believe it is the british colonialists who brought the borders that separated us from each other. Those cases are not so common in Uganda however much your advice is very important. I see from my village the passages and water sources are communal

Might be a good idea to lay a down proof membrane on the top floor before applying the wood chips/deep liter. The membrane can prevent leaks.

you need to do test pumping to get correct yield, that was just percieved yield by those guys. the test pumping will give you the pump to use

where i live after 30 years it's now
