Goku no. But luffy definitely has enough power. In gear 5, he already showed that if he wanted to, he could destroy the earth. He also has future sight and would tank any blow ishiki threw at him. The only thing ishiki has against him is those rods and luffy is more than fast enough to dodge them since he has future sight and is much faster than light. He also has advanced conquerors and armament haki. It wouldn't be a stomp, but luffy would beat him mid-high diff. The only thing that made ishiki lethal was those rods and his strength, which we know luffy could easily deal with both.

Also one more thing usually feats has more priority than author statements.

Lightning, with enough energy, will simply melt rubber. If you punch rubber hard enough, it will break. Isshiki would punch a hole through luffy effortlessly, rubber, haki, and all. Just a single rasengan from base naruto kills gear 5 luffy. You seem to think that rubber is a miracle material that makes you invincible for some reason. Just a single rasengan from base naruto kills gear 5 luffy. You seem to think that rubber is a miracle material that makes you invincible for some reason. It isn’t, and luffy’s ability to turn certain things into rubber is a non factor, since luffy wouldn’t be able to react to naruto top-tiers, and there’s no proof his ability would work on beings so vastly stronger than himself
