What's the point of the bend in the pipe? Does it mean that the basin won't empty until it reaches a certain height and then the water drains like a Syphon?

It's an S trap and its main purpose (just like the P trap) is to prevent the sewer gasses from going back up to the living spaces of a building. The S shape (and P shape) requires a specific amount of fluid to flow through for the pipe to drain. If that level isn't achieved, the drain stops draining and water gets trapped in the trap (S and P).

It is designed to suck when the level reach the top of the curve, otherwise you can't accumulate water on the cup and it always will be dry. When the water falls on the other side that generates a negative pressure that sucks everything.

This simulation is in ideal condition,.. external factors not applied. Poop and density and temperature of poop to be considered.
