So it's really not possible to stop someone from saying "I quit" before you can do the paperwork to terminate them. Plus it saves the city and the department time and possible legal fees associated with doing a termination.

      I beg to differ!
It is so much harder to accomplish this to a woman or anybody else who has covered as a minority under affirmative action.
I am 62 years old and an 18 enlisted in the United States Marine Corps and was denied promotions because I was considered a white male.
Then I was a district employee and once again same thing affirmative action.
Then I was a California state employee for 23 years and was told absolutely straight forward and flat out you are not getting promoted even though you were number one on the oral exams for the sergeant all four positions are going to affirmative action to women one black male and one Hispanic male but don’t worry we’ll make it up to you on the next one which never happened.
And then I was a county sheriffs employee for nine years and had the exact same scenario minus the theft of the money with disparaging treatment and hostile working environment.
I finally had enough and filed a complaint but since I was the only one who did it it went away but after I retired others came forward and the woman who was causing all the problems suddenly took an early retirement.
      Gee, go figure!
So no, you were wrong on that, women get away with a lot more for a lot longer because they are women and they can play the victim card where a white male cannot.
Sorry but that’s the cold hard truth.

It's a pretty big deal for a senior officer to encourage illegal workplace behaviour. It is intended to provide insurance against being reported because you are now implicated in the illegal conduct. It also serves as a reminder to the group of what behaviour is expected, regardless of the formally stated rules and policies and it's a lot more difficult to refuse than you might think. Setting an example of professional ethics that shames theirs by comparison threatens their position because someone that won't participate in unethical behaviour is also someone that might report unethical behaviour that they see. Upsetting the wrong person in this way could make your life miserable and potentially ruin your career. It's a bit like when a military officer makes a soldier participate in the execution of a prisoner or civilian. There's a good documentary from 2013 called The Kill Team (adapted into a drama in 2019) about one US soldier's experience with this in Afghanistan and the consequences of trying to behave ethically: www.imdb.com/title/tt2732932/

The department has never been trustworthy, never trust an employee who only had to attend a 14 week course to earn their job... especially when they carry a gun

Using the money counter sounds like a fool-proof way of preventing theft. Now they will have to steel before they put the money in the counter.... I think having body cameras that are always on (with no ability to turn of, mute etc), and always streaming the video and audio to a server would be an easy way to maintain quality standards. I think it would also make it easier for good cops, because it wouldn't be their word vs the word of their partner.

The sad fact is that whenever a higher-ranking officer slips up in one demographic region, they can Easily become employed by another department elsewhere. Connections over morals, this happens more often than most realize.

My Godfather was in law enforcement most of his working life. He rose to Chief in several small towns. Because of him, I got to hang around my local PD. He told me the hardest thing to do was get candidates to pass the psychologicals. If he didn't fudge them he couldn't fill positions. He also told me that a bad officer is allowed to resign because of an officer is ever actually fired, they will never work in any law enforcement again. Firing is purging the bad eggs. Forced resignation leaves the "she/he was not a good fit" argument which allows another PD to legitimize a hiring without jeopardizing liability insurance. Note: Many small cities pool their money and group self insure. If one of the group is sloppy in their hiring, they are booted out of the group or a lawsuit is not group paid. My town had that happen and they had to eat the judgement against them. One of our local citizens is receiving annual lifetime payments for his injury. I think one day he may be assassinated.
