To answer your question to the best of my knowledge, Chuai 揣 is a technique used in Shuai Jiao 摔跤 which can be seen as older than Judo 柔道 …or not. Technically, Shuai Jiao is a codified (sport) version that appeared in the early 1900s (1930?) of throwing techniques that can be traced back to the Zhou dynasty of China 周朝 (12th to 3rd century BCE). As for Ju-jutsu 柔術 , it can be traced back to the Edo period 江戸時代 (roughly the 17th century) but its techniques probably pre-dates this. Nevertheless, in my opinion, "old" or "new" doesn't rhyme with "better" nor with "worse". It is like wine; it becomes better or spoils depending on what one does with it. Both Judo and Shuai Jiao can be wonders in the hands of someone who brings their mastery to the level of arts.
