@@MelissaNicoleYT I can't fathom why any agency wouldn't want to know about children who are consistently dirty or hungry, etc. You're right, they do often go together. And, furthermore, cognitively, neglect is just as bad as physical abuse. Additionally, for many survivors of abuse, it's the emotional abuse and neglect that can be more painful that memories of physical violence. Even myself, while physical abuse was scary and painful, it's fast. It's over relatively quickly. Emotional abuse and neglect is an ongoing and constant companion, and i't s horrible. I cannot believe this man is responsible for the well being of children. I have a lot of friends who were removed from homes in these exact circumstances, and, had someone not reported them "just being dirty", they never would have discovered the horrors within the home. He needs a new job.

That is the most heartbreaking yet infuriating part about this whole case! The system absolutely worked amazingly for her in the beginning and then this ignorant unintelligent unqualified uncaring lazy jerk took charge of that system causing it to completely fail her in the most horrific traumatic way humanly possible! I’m sure she lived everyday that she had left in her short life longing to be able to return to her real parents who really actually loved & wanted her rather than using her as a pawn in a game! Just thinking about how she must’ve missed them longed for their love & how all she’d known for 3 years was love and kindness only to be “thrown to the wolves”as her “mother” even told someone. I can’t imagine the horror she endured going from such love and care to being handed over to people so sick demented cruel unkind and unloving that they literally ended her life and don’t even have enough love in their hearts for their own child to just be honest so that her remains can be brought home for a proper burial. This truly hurts my heart thinking about what must’ve been going through her little mind when she lost the love warmth care human decency and kindness that she had always known.

"What we'd like people to not report is...this kid comes to school dirty every day". I'm a mandatory notifier and this is indeed a notifiable issue b/c it calls to the basic rights of the child. What that bureaucrat is tacitly implying is that the organisation for which he works, tasked with the protection of the child is overwhelmed and cannot deal with these types of notifications which, according to the available, peer-reviewed evidence are the warning signs of a child at risk and the signs which, if promptly investigated (by an adequately funded and staffed protection unit) might result in support for that child and their caregivers and avoid escalated risk forms.

The govt is going to continue to find scapegoats within the CYF/CPS agencies, thereby masking the root of the problem from the public. The true issue is that most state legislatures do not allocate enough funding to the agencies and, therefore, not enough caseworkers can be hired to adequately deal with the number of cases. The legislatures also dictate policies within the agency and reunification is so highly stressed that children are being returned who shouldn’t be. That also goes back to insufficient funding for fostering programs and, frankly, there simply aren’t enough people wanting to foster and who can meet the qualifications. My wife and I had signed up a few years ago in our county and began the training. I was stunned at the list of things we had to do and had to have - the correct number and placement of smoke detectors, the correct number and placement of CO2 detectors, refrigerator thermometers, the list went on and on. One really nice couple had an in-ground pool at their home and were going to have to replace their wrought iron fence around it with another, because theirs didn’t meet agency height requirements, although it met the type of fencing and height required by the county. They were looking at around $8,000 for that alone. And that was just one thing they were going to have to do. To make a long story a bit shorter, they and my wife and I dropped out. *Last thing: Out of the 10 people in the class, only four of us weren’t in it for the money.

Then continued to smoke drugs in front of their child! Then jokingly asked if the baby wanted to hit it!
*I wasn’t smoking and had put all my personal stuff away.*
I immediately took the baby into another room and as soon as they got high and left I called CPS!! the baby did get taken away for awhile. They’re both sober and have him back now though!

Every single word from the social worker from DCYF was 100% true! I was a social worker for 20 yrs. I felt so stressed everyday! There were some successful cases but there were too many children falling through the cracks. The higher upside did nothing but put more responsibility on their employees, making it impossible to give each family/child/children the resources and 1/1 time needed. I remember I had up to 38 cases assigned to me in one month! The only reason I lasted so long is I did feel like I made a difference w/ some families.
Please, to those who have concerns about a child's well-being to contact DCYF in their city even if you may not get the response needed. We cannot give up on a child/children just because our agencies do fail them.

I can just imagine how hard it is for a small child looking to the system to help them, it seems that the workers just consider it a job but it’s real lives. She fostered babies and very young kids that suffered from abuse at the hand of their parents, and never accepted a cent from the C A. She did this out of the kindness of her heart. But after they did what they always seem to do to good foster parents, like in this story, very similar to my Aunts story. So to preserve her good name, her physical and mental as well emotional health she told Children's Aid that due to their gross incompetence she will no longer be a foster parent in any capacity for Children's Aid. I see this in the system way too often. Children are returned to parents when they never should be and there isn’t a reason other than just not having the resources to place the children elsewhere yet you will have parents who have completely turned their life around and 100% deserve to have their children who have lost permanent custody!! It’s maddening!! Not to mention the fact that report after report made when a child has physical evidence on their body of possible abuse yet are never taken to be examined by a doctor. That blows my mind. So when this guy tells the reporter to report “facts” what does it matter when there is physical evidence if no one is going to look further into that evidence? The system discourages people from reporting as well because when people report over and over and see that nothing is done except for the child’s parents being confronted, that worries me because what do you think happens when that caseworker leaves and the parent is angry that they even received a visit? What are the chances that they are taking their anger out on the child?!! It’s so messed up all the way around!! Sorry rant over!! 😣

nah, this is an awful solution. indefinitely detaining someone who is a suspect isn't legal for good reason, and arguing that there needs to be evidence to prove innocence and that guilt should automatically be assumed undermines the whole justice system. sure it makes sense in some cases, especially when it is clear who the likely perp is even without evidence, it's still not just. mistakes can still be made. frankly CPS needs to be overhauled. a large fraction of those children who die are known to child protective services, and all too often we've seen that social workers ignore warning signs or don't conduct follow-up visits. these parents for whom custody is revoked or who are being closely watched also should really need to visit classes of some sort with their children, both to foster positive child-rearing skills but also as a means to keep tabs on how the children are being treated.

I do not know how you have been able to remain unaware of such things, but some people *HAVE NO FAMILY*....which in turn, often translates out to *NO SUPPORT* be it emotional, fiscal, etc...
I think that perhaps 1 of the much less obvious reasons, (out of the many reasons existing overall) that we all respond how we do upon learning of these inhumane types of (what we all on a conscious level or not understand to be *avoidable*) tragedies, is due to an inheritant sense of guilt, & over whelming sense of powerlessness.
It's as if we live in a society that is a barely modernized version of Victorian era social values... One were it's no problem for us to decide what is "right" for others- enough to put it into laws about what they can/cannot do in regards to their *OWN* bodies, but care so little for our own neighbors, while outwardly maintaining a thin shiney veneer that this behavior is *actually* motivated in great part by "respect" for their "personal space"- while after the fact we meet up to gossip around the watering hole that which *is* RUclips, while we go on about "how could *they*", "I would *never*, & therefore am qualified as judge, jury, & executioner to declare...(fill in empty self righteous thought here)", & so on.
Maybe we could all get the f*CK REAL for a change & start talking about the steps we are going to take NOW to make sure this is not happening right next door to us. And I am *NOT* talking about condemnation- if the rest of us REALLY DO have our own house in order, then it is then OUR duty to help those that do not have help, don't know where to GET help, or are AFRAID TO ASK & BE PUNISHED for wanting something they may not be able to even articulate- Something EVERYONE has the right to until demonstrating (such as these parents have sadly *MORE* than done at this point, as well as what seems to legitimately be a while leading up to it)) otherwise- whether that reason be from a lack of skills gained through a lack of nurture shown as they themselves grew, or a lack of verbal skills directly related to brain development. If we do this, then there will be less & less of these occurrences, of this I am sure. There will always be something unhappy, cuz some people...just seem to be born "bad"- but that can be handled humanely as well- as well as be a whole lot less damaging for society as a whole than the news of a case such as *THIS* one that brought us here.
I don't have all the answers, obviously, but somebody else out there has better ideas to build upon mine, or maybe even replace my (possibly) unrealistic way of thinking. Keeping you wisdom to yourselves is only giving idealistic airheads, (w/maybe an overabundance of hope/faith in the potential of our species as a whole) such as myself more space to walk up on, start over feeling themselves, & get to strutting on this platform. Hey- romanticism & vanity were totally parts of Victorian social norms. I need help to break the mold just as much as the next person. So, somebody(bodies), please! If you really want to change this sh*t- my email (yeah, I, myself, CANNOT even believe I am doing this, but i am just SO TIRED of all the hurt, so if I can get ahold of even potentially 1 like-minded person...) is; the1stCaitlynn@gmail.com
I just want to be able to lay my head down at night knowing that nobody ever has to wonder if a child is missing due to being murdered by their biological contributors, while they, (said contributors of biological materials) sit in what looks like protective custody, most likely PC'd up as well, while a lawyer defends their, (b.c.s) rights to privacy, instead of the judge in their, (the b.c.s) case just throwing them in the hole, (or whatever legally is the next closest thing) until they, (b.c.s) comply on the grounds that they, (b.c.s) are interfering w/an open investigation- for starters. That is perhaps oddly specific, but in NO WAY, SHAPE, OR FORM do I feel as if this response is in any way unreasonable.
      But that's just my opinion.
If you've got a different, same, &/or thoughts pertaining you know what to do.
*Sorry, had to make more than a few edits for spelling, as well as attempts at clarification.
Also- sorry, I somehow missed this part of your comment, but if history has taught us ANYTHING it is that nobody GIVES power away, (unless they're looking for a fall guy- & that's only ever temporary) That's what revolutions are fought over. I, for one, suggest that we do not get ahead of ourselves....As much as I love the idea, even I'm not THAT out of touch w/the pulse of the society in which we live. If that was able to happen, it would have ALREADY HAPPENED w/EVERYTHING that the state sanctioned murder (after the fact or not doesn't matter if the outcome remains the same....again, & again, & *AGAIN*) of George Floyd, *R.I.P.*, came to represent.
Although I do admire your spirit, & would proudly cosign for you for eternity on that tip... Once again- just my personal opinion, & while not the same, is a set of issues that's been ignored for so many for so long that one day will be like an abscess come to a head, & we as a society will be lucky if the pressure from such a grievous injury does not cause us to lose what basically will amount to the equivalent of a major limb due to our self imposed ignorance/denial imposed upon us through fear- It's like we've given the powers that be the green light to tell us that they've only left us on spin cycle cuz they are doing all the work for us that's getting us cleaner & cleaner- in the meantime, all we smell is sh*t, cuz *WE THE PEOPLE* are *ALL* on our way to the sewer. We all see it- but people think it won't happen to them...til it does.
"A society is measured by how it treats its weakest members".
And that is *NOT* just/only my opinion.

Them already selfishly collecting benefits, WAS a way in their minds of winning, so what would be the ultimate win? Possibly to NOT bring her back to those who truly love her. TO NOT LET ANYONE BE HAPPY EVER AFTER. Maybe in their minds they never get caught and are always gonna be able to collect the benifits as a win, while Shutting off the outside world, adoptive parents, etc. we’ve seen this before. In cases like this, seems like there’s always some sort of rivalry between biological & adoptive parents usually the biological doesn’t want the adoptive parents to have their child and doesn’t return them. Because that’s usually not a win… and maybe it was just me but you could kinda hear it in that adoptive mothers voice, there might have been a slight battle (for the lack of better word ) going on, and the bio parents would NOT want to return the child to them and keep them out of their lives completely to shut poor Oakley away. This adoptive mom knows these people including their antics, all in all better than us. So yes I’m sure she was right about them wanting to have her in the end and win. I’m sure they knew the bio’s wanted to withhold her. We also unfortunately see this with husband and wife battles, one might kill the kid/ kids because it hurts them!
In my internet stranger opinion, they DID want to win in the end. Even if ending this child’s life was intentional or unintentional. They Never had intentions on letting anybody else benefit but them. Winning doesn’t always mean receiving a metal. It might mean hurting another. Sinister actions by sinister people. Idk. Fortunately I’m not a depraved drug attic like these people so I have no idea what was going through their minds! Sorry. I feel as though, they wanted to reap whatever win they could! Some follow up questions for the head of DCYF. Is he aware that child abuse happens in private? If so, why did he emphasise “actually seeing it, witnessing it”?
    • When asked _how_ to report abuse, why did he respond with examples of child abuse & neglect DCF does _not_ want to hear about?
•Is it within DCF policy to not investigate child neglect? What policy?
    • Is he aware that child neglect is one of the four primary forms of child abuse?
    • Is he aware that, despite telling the public not to report a child turning up to school dirty every single day, a child not having their basic hygiene needs met is one element of neglect?
    • Is he aware of the risk factors for other forms of abuse, and health conditions, correlated in children who are neglected?
    • How does he quantify the impact of him telling the public that DCF does _not_ want to hear that a child is being neglected?
*Why is he relying on discouraging reports of child abuse to drive down the annual 40,000 reports, rather than ensuring that there are appropriate caseloads in line with state law with a top down approach?*
*And if Oakley’s body is found- How well will he fare with public scrutiny?*
