Failure to submit to legal requests from Congress should be automatic jail time. Whatever that time frame is set to. If you don't produce the requested information/documents and you it can be proven that you are privy and/or have access to this information/documents you should be shown to a jail cell.

It´s a convenient excuse, pretty much exploiting the system so you don´t have to say anything. If you are the one doing the investigation then you can stall it forever and never have to talk about it. In my opinion, and from what I read in his manner of reasoning and answering, as well as his body language, at his level of knowledge, he is devoted to protecting the sitting POTUS, whoever he might be. He seams to be working for team POTUS in the objective of protecting him or her at all costs, no more red and blue, or goodies and baddies, he is protecting the function, even if he has to act against "his own team". Some of the MPs and senators even understand this position, even though they act as if they were mad at him or surprised.
It is all a Kabuki theater, let's not get riled about it, this position might even be good for we the people, maybe the stability of POTUS is more important for the collectivity then putting the Biden crime family under bars.
