I think the part that make this more eerie is how Authur is still silently playing in the background, sort of adding a feeling of wrongness. Another part is how descriptive yet somewhat ambiguous the warning itself is. Analog horror series usually just have a warning say that there is a storm or something happening, but here the warning is telling you the areas where the storm will hit, the time it’ll last, and how you may possibly survive the storm. There’s also the fact that the wording of the warning implies this is something more than a storm. Great work here!
Arthur playing silently in the background isn't unusual. It's normal for PBS stations to mute the audio and run a banner at the top of the screen while still continuing with the visual portion of the show when the EAS is activated.

As a lil lad/toddler (2-4 years of age), this was my earliest memory of being absolutely terrified of the emergency alert system each time there was a severe thunderstorm warning from june til november or blizzard warnings during the winter months. That original voice for the wxk42 eas broadcast freaked me out real bad hearing it on a tv thats at 25 for volume and mind ya my family bought the real big tvs that had loud speakers, so 25 really felt like 75 if you were sitting literally in front of said tv or on the couches in the living room. Imagine that terrifying some poor kid. Yet ironically i could watch the movie twister religiously from that age…

I'm going to throw my hat into the ring; the combination of lightning, high winds, and "No building is expected to survive" can only mean one thing is going on here: King Ghidorah has appeared over North Dakota and the government is covering up his presence to prevent an even worse panic.
The storm has a mind, it can control which direction the lightning goes and how far it travels and can easily break through windows. That's why you had to get underground or evacuate

Not being exposed to the sky is good, just in case of hail, but that's usually not the biggest concern...) If you're in a car, evac north or south, makes sense. If you can get out of the way of the storm entirely, that's advisable. *No above ground shelter will protect you, regardless of its construction.* Whoa. While you don't tend to hear this for just severe thunderstorms, it's not completely unheard of. The strongest of tornadoes will strip houses clean off their foundations, carrying them many feet into the air. Once a tornado like that clears, you're gonna be looking a heavily wracked ghost town. They do so much damage that the statement is probably true; nothing above ground is gonna survive that, even if bolted down. But again, *as far as we know, this is just a severe thunderstorm.* What could be happening in that storm?
