Skills the way that scouting works is the attributes that say it could be 99 is the attributes that wont affect the players for example the guy you called the new “pogba” has a potential of 99 defending but his positions that it shows are all attacking so his defensive states are irrelevant and same goes for defenders with their attacking attributes

*From 1 to 99 ----> Your Scout has no idea of what is the player's stats for that category.
*Anything from [below 75] to [below 75] is worthless cause you would need a lot of training with this player
*From something around 75 to the higher 90s is the GOAT and you can go for him
So if it shows you 99 maximum but at least 50 something or higher as minimum is Gucci. If it shows you 1 as minimum is a MASSIVE L
PS: Niklas Bergmann is a SuperPlayer(Rare player that has a crazy potential and a good overall to start,generally above 60 and grows fast into an animal on the pitch)

Just cuz his passing is 99 doesnt mean it will be 99 it means it can be anything. Usually it says 1-99 meaning it could be a 23 passing or a 91 passing
