Houston is also unique when compared to other big cities, the most expensive neighborhoods are in the city and not in the suburbs. Most cities it is reverse.

But for a city that large and the budget what it is.. past leadership should have been taken to the woodshed. Anyway..

Incorrect 3rd ward, fourth ward, edo, fifth ward are low income areas and are more close to downtown then river oaks and other nice areas
