Police Chase 2 Fleeing Cars | Spain

Spanish police authorities chasing 2 fleeing cars at the edge of the city of Pamplona. While the first suspect in a red Ford Fiesta turns right and into a commercial district, the other suspect in a black VW Golf goes straight and is heading for the highway.
Both Pamplona Municipal Police (white-blue vans and motorbikes) and Chartered Police of Navarre, the autonomous region in Spain (red car) were chasing the suspect.
I was surprised by a few aspects in this police chase.
First of all: it all was rather calm, with barely any siren usage.
Then: although the first police van had its siren activated, you could barely hear it, is if it was on a lower volume level. Also the same van was chasing the suspect with only its cruise lights (steady burning, low intensity emergency lights - unlike the powerful flashing emergency lights used when responding to a call)
