it's just bad engineering from Elgato. I have the 1st Facecam and had settings save problems throughout the two years i used it. Also that cable.. not the greatest.. provided me some disconnects from time to time..

Had the same exact face cam issue it was resolved by running DDU removing nvidea driver and perform a clean install
Of nvidea driver while installing nvidea driver choose custom then choose perform clean install after this my elgato face cam no longer stuttered in OBS it hasn’t stuttered ever again so every nvidea update choose clean install it’s caused by GPU driver causing face cam to bug out you can have a look at my streams (not self promoting) best of luck
