I think he assumed utility to be cardinal.

There is actually a lot of confusion in this regard because he said utility can't be measured but interpersonal and intrapersonal comparison of utility is possible that means that you can tell if utility increase or decrease . He didn't now talk about word cardinal or ordinal so some books says something while other says something
The actual statement of pigou was utility is not measurable but interpersonal comparison is possible .
