You know what's hilarious is that my laptop that I bought for $1500 also reached 100 degrees Celsius despite having internal fans and a cooling pad underneath it, so this is bound to happen to me at some point too...
Luckily modern PC components are designed to throttle themselves before they get hot enough to damage themselves. With older parts you could have easily killed your PC if not started a fire. Even still you definitely reduced the lifespan of your parts with the constant high temperature

a good way to reduce noise can sometimes be upgrading to a better case. some cases (especially in certain prebuilt systems) can have poor airflow, meaning its harder for fresh air to get in and hot air out of a system, which increases the temps and makes the fans spin faster to compensate for the extra heat, creating more noise. and ofc recent Intel cpus are known to be ovens too. I built a Ryzen 3700X system in the same year, and due to focusing on having good airflow combined with a silent cooler, it makes barely any noise at all while running at 45°C in Master Duel, and getting overall CPU performance pretty close to the 9900K.

It is 100% possible that you also shut off your pump when you shut off your fans A liquid cooled computer can actually be fairly well cooled without any fans (maybe not with an i9, but something a little less power hungry), but you definitely need at least the pump
When there's ridiculous temperatures like that it's always very obvious issues. Like the cooling system not being seated properly, or turned on, or melted.

You probably turned off the pump too. You probably could have gotten away with years of no active air cooling if you had just had the cooling loop going. Fan pumps barely make noise. Also, that repair cost is very, very good. Also, Nvidia broadcast could have done active deep-learning noise-canceling the whole time. Which is just a toggle for any RTX card
A h60i to cool an i9-9900k... Jfc, mate you got memed if you paid £3000 for that xD. That chip is an inferno already. Cooling it with a single rad is a big yikers. No wonder your PC sounded like a jet engine
MSI afterburner can adjust the fan speed just fyi :> its normally used for overclocking but if you have trouble with the fan noise you can just put it down a bit :>
Zarfa next time adjust the fan curve so the fans slow done a bit when not under load… that way they are quiet most of the time and you don’t roast your components! Great story!

I would suggest getting the software for the mother board ( from the vender website ) and when you do I would set some fan curves so it only ramps up the fans when its hot I run mine at 30% until 45 celcius then it ramps upto 50% until 65 cel after that it boost to max. This keeps it quiet under low load but during gaming sessions keeps it nice and cool.
Classic case of why you get your shit checked out yearly if you're computer inept. Also noisy fans can be adjusted speedwise if you have the software for it.

Nah, laptop tend to run at higher temps, but you can try to repaste it with a better thermal paste and clean the fan
Thats the norm for most laptops. Just clean the fan and if you're comfortable with doing so, you can put new thermal paste on.
