What happened at 8:22 was the thwomp was in the same area as the blocks, but couldn’t spawn because the blocks where in the way. But when you hit the blocks they lost there hit box, so when you ran to the left you went just far enough to make the thwomp spawn when you went back. Ceave Gaming has a great video on this along with other amazing Mario maker mechanics.

Hey DGR: The pipes in the overworld and the subworld that connect to each other NEVER need to have the same color. The color of a pipe shows how fast enemies will spawn out of them.
The bit with the thwomp why is caused from spawn blocking, when the tiles are stationary they prevent thwomp from spawning, but when they’re rotating then they’re not counted as there so when you move the screen past that point and back, the thwomp can spawn. Thank Ceave for the explanation, I’ve Learned most of the things I know about both Mario makers from his videos
Basic SMM Collision Crash Course 101: When Mario hit the p-blocks, they start spinning, but they also lose the properties that make them solid. Basically, they stop being an object for a few seconds. That is what allows the Thwomp to spawn. It's the same with powerups and 1-ups. They have no collision except for the if-then statement that makes mario be powered up.
*8:25** When the blocks are not solid blocks, the enemy spawns when the blocks go off screen! But when the blocks are solid blocks, the enemy doesn't spawn when the blocks go off screen! It also works with yellow SMW blocks, coin-brick blocks (activated by P-switches), ON/OFF blocks etc.!*

The Thwomp appearing when you did that is done by reloading an area where something blocking an enemy or item is gone. For example: If you put a Red Block covering an item, then hit a on/off block outside of the normal loading zone of the red block and item, the item will spawn. The trick can be done with any two state block or destructable block.
8:30 dude, it's just spawn-blocking. One of the most well known mechanics. The blocks are preventing Twomp from spawning. But, while the blocks are spinning, they Twomp can spawn. You've probably already dealt with this thing hundreds of times in the Trolled series, and you still got confused by it? Classic DGR 🤣
You could always look at the death popups to show you where people have died. Looking at the first few seconds you can jump up at the far left of the yellow semi-solid
Dave's videos really need to display how much time happened between each cut. Even though he says it took him a long time to figure it out, I'm pretty sure what we imagine is nowhere near how long it actually took him.
