Hi I prirotized queues by numbers 3-8 but when clients start using the Internet there is no priority and every client tries to reach its maximum defined speed. Why is that? Shouldn't be clients with higher priority (smaller number) reach to their max limit first?

Higher priority is 8. Lower order start from 7 and below
