On my Bissell Lift-Off upright vacuum, the power switch and the brush switch are on the body of the vacuum, but it's important to note that even though it's switched on the roller will not spin until you step on the foot release pedal.

Any tips if the bearings in the brush bar have slightly melted the plastic around them?

try cutting off the melted plastic ...Also grease bearings , to spin properly (that's why plastic melted )

I’m not sure how well your comprehension is, but when I hear things like “today,try out, and wonder if it works” I can assume with confidence that he was given or found this vacuum. Also if it’s this easy/ second nature to repair and maintenance a vacuum I highly doubt he’s the type that would let it get this bad....
