Assuming you aren't asking for mega stupid builds that literally don't work, and you just want Stat stacking for things that Semi work: full move speed Ekko. Take phase rush, all the movement runes (using enhanced magical footwear on the second tree), ghost, rush lich bane, get swift boots, then rush all the movespeed related ap items. Once you hit your 3 hits from passive, you can outrun Rammus and Quinn. Its super funny watching people take 70% of their health bar in 1 second and then you leave at the speed of light. Mid is typical, but I've seen some nasty shit in jungle with the ganks.
