The hacker would have to possess extensive knowledge of the city's defense system to achieve infiltration, and AUZA's leader is the most logical choice for such a hack. He probably wants to observe Higan in action in order to use the data to further advance his tech.

The lack of ninjitsu usage and making it have a cost gives it far more weight and makes it much more impactful. They’re doing it right.

I saw two possibilities, one was, as you say, Reaper, or the other option was the leader of Auza to test his defenses and collect data
