with sharon kam's rising star quality as a new legend perhaps, thats kind of like saying Charles Neidich could have played this better, or Sabine Meyer. In other words...obviously. lol. But this is still a nice performance from a talented player.
Clarinettist Curzio Petraglio is Swiss (Ticino), as is conductor Peter Maag. He plays first clarinet in Lausanne Chamber Orchestra. The opening titles of course are in Italian, not in Spanish. This is probably a broadcast from the Swiss TV of Italian language.

It's usually played thumb/register key, xoo|xoo Eb key.
