Wishful thinking.
Even though Type C will still be the majority if such a union occurs, I doubt very much Singapore will want the Sultan as the head of state. Further, I doubt Type M will want to be in the minority.

I don't think that the equal partner formula will be applicable to Johor as it is a inseparable part of Semenanjung and any policies regarding Johor will have to follow the central government of Semenanjung unlike in Sabah and Sarawak in which they were separately governed entities before the formation of Malaysia and thus, have their own history and governance that is different from Semenanjung Malaysia.

Each territory just pay a percentage of their revenues to Putrajaya to run the country, based on say per capita.
Sarawak gets to retain more of its O&G revenues as well.
I wonder whether Malaya will like that!
