You just have to practice the timing. You can go in training mode and turn on the action timing display to get a visual on when you can press. To be consistent, it's best not to mash. Try to think of it as a rhythm game, accuracy is your goal. You can also change the game speed to 50% to start off a little easier.
As a main Tekken player, I would like if projectiles had a cooldown of a few seconds, just to evict boring spammers like this Akuma, and all JP players. but I understand that any change in something so traditional in the Street Fighter would displease a lot of players. #justReflecting
Just practice perfect parry like this Jamie and you'll be good; and more than anything, do not walk back. These spammers tend to be outrageously weak on neutral

Projectile spamming is only op to rookies, as not only parry is easy and there are multiple ways to get pass the fire balls,
