it is one of the concensus algo/protocol/mechanism which uses other algo(SHA) in it.
algorithm means a set of rules. so proof of work is like an algorithm

Why hash value lies in between specific range ? Which miners try to find out
Because their is a target zone which is also called difficulty target which is assigned in accordance of nonce, because we could not take the values between the extreme zones as the values ranges according to 64 character long.
