- Prisons in Norway look very different than prisons in the rest of the world. In Norway the incarcerated have access to the outdoors and they can garden, learn to cook and take vocational classes. Pretty much the only thing they can’t do is leave. With one of the lowest recidivism rates in the world, Norway’s novel approach to prison might be working better than more traditional, harsher prisons. This episode of “Then This Happened” takes a look at what can be learned from Norway’s radical humanity.

The difference is that places like Norway sees the bigger picture and works to prevent future arrests of convicts. America on the other hand is an in-the-moment mindset and only focus on punishment and has no regard for what happens after a hardened criminal is released back into the world.
Applying Norwegian system to United states wont fix things. People will become good inside prisons but American culture will take them back to their old ways once they are out. Its not the prison system that's needs change. Its the values of the nation that's needs it more.

The first part where he says "this is Halden prison" - is actually Bastøy prison, a minimum security prison located on an island just outside Oslo. Halden prison is a maximum security prison. And i actually live in Halden =)

In the US over 1400 prisoners were executed from the Death penalty. 4.1% were later found innocent after DNA testing but could not retrial because they were sentence to death. This number is increasing due to our lack of an accurate justice system.
Now imagine the number of them who are innocent, but were simply in the wrong place at the wrong time, and accidentally got their DNA on or near the victim.
Either way, life in America is so dangerous, that we Europeans rather make holidays everywhere else in the world.

Prison in america is more like a long harsh time out, not that they don't have therapists and programs, but things could be a lot better. There's also the issue of private prisons but I think the type of prison that will be most effective also depends on the culture and government system in place, I would like to see more comparisons to find out what really is the "best" method, would be really interesting.

I'm very proud of Norway for it's humane philosophy. It's not perfect, but I can't help but feel privileged when I learn about the horrible conditions around the world. If countries can work together and learn from each others strenghts, I think we can make some astonishing changes for humanity as a whole.

I’m so tired of everyone looking to Scandinavia for the answers. The main reason things seem to work well in Scandinavia is because those countries are filled with Scandinavians. It comes down to genetics, history, and culture.

I suppose this will shock you enough to fall of your chair, but the MSM in Sweden actually looked at court cases on rape and published their findings about ethnicity. They found that non-Swedes had a somewhat higher percentage as perpetrators in those cases.
Rosengård have exposed nothing that wasn't out in the open already. The police report that told about Rosengård, Rinkeby and other such places, didn't refer to them as "no-go zones" btw, but "vulnerable areas" and argued for an increased police presence there. Something that actually happened, making those areas the opposite of a no-go zone.

The statistics for Norway vs the US however, are 0.08% in Norway are in Prison, but 0.7% of the US is in Prison.
Norway has an economy of around 400 Billion USD per year, but that doesn't mean it's poorer than the US which has 10+ trillion USD per year.
Per person, Norway is at $80,000 per person in GDP. The US is $60,000.
The US has a school of 10,000 where 1000 are bad.

The crime rate in Norway is actually 76.73 per 1000 people which is 76% more than the US. The point I was trying to get across was that they were saying that it cost less for them to treat criminals like kings when that is not the case. The just have a smaller population with a higher crime rate but still a smaller population.
Here is a better way to word it, the video is basically saying that if the US had as many criminals as them we would spend less money, but per criminal we spend less money then they do and have a lower crime rate.

Norway is a northern European nation, that means it has very low corruption and no lack of the rule of law. Also, it has huge oil and gas reserves relative to it's very small population of just a few million. Norway, today, thanks to the security umbrella developed by the USA and it's allies, post WW2, it resides in a very peaceful part of the world. Basically, Norway is, per capita, richer than Saudi Arabia, but also super secular. In short, Norway is the biggest winner of situation in history. It is wrong to compare Norway to the USA or the rest of the World, because Norway won the geopolitical lottery. Gods bless them I wish them all the success possible. But the USA's prison problem has far more to due with gang culture, than how the prisons are run. In other words, making our prisons softer, like Norway, will make our criminals harder, not better...why? because the USA is NOT Norway.
Mark McAllister I get your point, but making criminal stay in a small cell with no privacy is not going to help a human, is it? What if they got rehabilitated and helped back into life when they are released. Would you want a frustrated criminal who just spent 10 years behind bars, or do you want a person with possibility of getting back into the normal life even after 10 years as your neighbor?

Why do you need to know when they want to be rehabilitated, just try to make them "work" ready, give them skills you need in a normal job and they will probably use what they learned. Or not.
I believe a plurality or near plurality of all gang recruitment in the US occurs in prison.
Watch a few of the documentaries on USA prisions. You will see that most of the young men serving are violent, stupid, and don't really want to be rehabilitated into a normal life.

I mean come on: when you think about it it’s much more logical for a country to have less extreme reactions when the issue is smaller. Otherwise It’s like saying we’re gonna make the poors richer by giving them less money.

Every developed industrialized country has lower crime than the US. Even some latin american cities are less dangerous than cities like Chicago, Detroit and a big part of Los Angeles

i work with a guy who have served 3 to 4 years in prison, and he is going up with legal terms. He got a job, and have now a own apartment and his crime is in the past. He is a very nice guy and alot of people loves him at my job.People can change.....

One of the best things they do is provide the opportunity to learn useful skills and help with employment and housing after they get out. A lot of our prisoners feel like they have no hope when they get out and usually resort back to their old habits. Think if our prisoners could cook like that or work on cars when they get out. Then know they have a safe place to live. That's makes a big difference.

Norway should be applauded for its humanity
A majority of people commit crimes not because they are bad heinous human beings but because they've been lead to a life of where crime seems to be the a reasonable answer. Gangs for example tend to form in desperate poor communities that feel ignored by the state. Norway just doesn't focus on rehabilitation of criminals, they create generous social welfare systems that ensure ppl don't have a reason to turn to crime.
The ignorance here is baffling. This belief that the worst criminals need to be given revenge and/or killed is barbaric. Most criminals were raised and existed in a negative environment and learned only negative ways to deal with a situation. Many also have personality disorders. Consider yourself lucky that you did not come from such negativity and if you did, but did not end up this way, then be thankful that you are capable of making the right choices, not everyone is wired the same way. How can we make our society better if we lock them in a cell like an animal? How can we stop murder, rape, and crime if we don't teach them the correct way to act? This new prison idea is progressive and the numbers show it works. We need to stop judging and start showing compassion for these people. It's not excusing them for what they did, but helping them in order to find out what went wrong with them and to help prevent these types of crimes from ever happening again. You cannot fight fire with fire, don't we know this already?
The funny thing is if this was implemented in the USA or most other countries is that people being released from prison would break the law just to go back.
Except that...that's not what is happening. I think a punishment is necessary but before they are released, if they are released, rehab is necessary. Even if they're not going to be released they should have rehab. What about the danger to the guards in the U.S. and other places? What about the escapees?

The Netherlands are not in Scandinavia, and the first clips are not from Halden Prison, that's Bastøy Prison.
And while Anders Behring Breivik does serve a 21 y sentence, it's what we in Norway call "forvaring" (special detention) where they can renew his sentence every 21 y, so by effect he'll serve the rest of his life in jail. And reports say that he's spending most of his time in solitary confinement.
Solitary confinement with a Playstation, which is how many people are perfectly happy to live these days...
Norwegian Prisons actually teaches criminals a valuable lesson and US prisons just put criminals in cages.

The problem with the American system is that they ignore the rehabilitation aspect of prisons. It may not be possible for everyone but it is possible for some.

The study states "We conclude that international comparisons are currently not valid." For other reasons you could argue about which paradigm is more effective, fair or human. But citing a study whose main point is that you cannot compare, hoping people would not check it, it disingenuous.

The main issue with the Norwegian prison system is the fact that people are and will be more incentivized to do more crime, as they see that even if they are incarcerated they have so much freedom in such prisons.The statistics show that currently Norway commits 72.73 crimes per 1,000 compared to the 41.29 in the United States. Another issue is that if Norway's GDP per capita is less than how much a prison spends on an inmate, essentially the output per worker is less than the amount, increasing debt. Finally, I was confused with the idea of the U.S lowering incarceration rates from 700 to 75 per 100,000. When the total crime in U.S is 11.88 million compared to the 330,071 in Norway, 36 times, how can we reduce such rates and not see a rise in crime?
The prison shown at the start with the guy tanning and one guy gardening is NOT Halden prison. Halden is a maximum security prison and looks more like a traditional prison like you see later in the video. The prison shown was Bastøy, which is a minimum security prison located on an island just of the coast of Horten. Prisoners there live in their own houses and has their own set of keys, and are free to move around on the island. It's featured in Michael Moores "Where to Invade Next" if you want to see more of it
As someone who makes $20K pre-tax/year and doesn't really have a family to visit or anything like that, Norway prison sounds like a substantial upgrade.

As an American I watched this video with my teenage kids, then asked them what they thought. They responded, "Well I guess if you want to commit a crime, go to Norway." Therein lies the problem. This would seem to incentivize criminal activity instead of curb it in the US. We have such a mix of world cultures that the types of prisons Norway has, would not deter, and even encourage, criminal behavior in some cultures. One last thought...the US does not have the social programs and safety net for ensuring continued rehabilitation after prison. So even if the US prisons were reformed and modeled after Norway's, the likelihood these, reformed criminals would go back is high due to socio-economic factors facing them when they are released.
The crime doesn't fit the punishment
You're not looking at the recidivism in Norway though...it would take some time but I think it's doable everywhere. Also, maybe have a chat with your children about this that goes deeper than 'oh, I should go commit a crime over there instead of here because my punishment would be nicer'...We're making criminals WORSE here in the U.S. AND they keep committing more and more crimes ending up right back in our horrible prisons so obviously the answer not rougher prisons
I like the norwegian way of thinking. Although I want criminals to be punished, the main thing I want is a lower criminal rate. So if giving up suffering for really bad people to lower crime, it's definetly worth it
A year ago I saw a Norwegian lady tell a story of how her pregnant sister was stabbed 70 times and left for dead. The killer was convicted and given this kind of prison treatment, and currently studying pursuing his BA.
Sure prisons in the US and a lot other countries need more of this system for lower crimes, but they don't need to go to the other extreme either where an insane unremorseful sociopathic killer is given a second chance. If you think that is justice and for the greater good then something is wrong with you.

It does mean that we have a higher standard of living here, and you are removed from society when you go to prison. Which we find to be punishment enough for crimes.
I don’t think the issue here is what is moral or not, but rather what is more beneficial to society. Taking revenge doesn’t achieve anything, while rehabilitation, while it doesn’t always work, in this example benefits society a lot (less people in jail, fewer re-offenders etc = safer society, more people contributing to the economy rather than draining from it)

A 20% recidivism rate vs. 80% in the USA and they are almost entirely drug related. They require people to be reformed to get out, so there are no monsters moving in next door simply because they served their time.

I live in America currently, and at my young age that will not be stated, I’ve always wanted to live in Norway. My parents always talk about how it’s, “Too cold” or how it’s, “Too socialist”, but those factors seem to be working for Norway
You cannot compare a tiny homogeneous population to that of the United States. That would never work in the United States.
The point here is that, in Norway, prisoners get help to prepare for a normal non-criminall life, and it works! In the US, prisoners dosent get help and when they get out (if they get out) they dosent know what to do other than doing something criminal to earn money and then they come back to prisons.
Everything seems better in Scandinavia these days
Norway is a vastly more homogeneous society than the United states ever was or ever will be, and that factors into why what Norway has done works.

Not much of a resort if your freedoms are taken away. The freedom to meet the people you love and hold dear, the freedom to go where you want, see what you want. The freedom to friggin walk down the street and buy an icecream. People go to prison *as* punishment, not *for* punishment, and if they ever get out, I want them rehabilitated.
The wellbeing of society is more important than feeding your ego. If you think revenge is the answer, you don't belong in any society and more so in caves.

I strongly agree with you Yerberger. Prison is not just about rehab, it’s about punishment and justice. A prison where prisoners get their own comfy bedroom with video games, computers and cable television is insulting to victims. Are you kidding me? That's extremely misleading to say. Norway has a debt to GDP of 29%, which is very low. USA has a debt of 21,2 trillion dollars which is 105% of GDP. That's the most amount of debt of any country in the world, and 10th most in regards to GDP.
Norway has a wealth fund of 1 trillion USD, or 200.000 in savings pr. capita. USA a debth of 65.000 USD pr. capita.
I am a Christian and therefore it is hypocritical of me to say that people deserve to be treated inhumanely and punished rather than be given the treatment they need. I was told at age 6 that you either tell on someone to get them in trouble or to get them out of trouble, we need to focus on the latter. Rehabilitation and love, if that doesn't work then yes punishment but we should excersize resources on rehabilitation first and foremost.

Is the point of prisons to get revenge on others or to make society safer? The Nordic countries seem to be doing a lot better if it’s the latter. America on the other hand incentivizes the political system to imprison people because there are private prisons that turn a profit and then provide huge campaign donations to politicians who approve their conduct.
weetikissa You brought in a secondary issue that has minimal bearing in the argument as private prisons are a more recent issue I history. The US has many problems that contribute to its prison population. The pseudo Drug war is a major farce(which is a major contribitor) but to day this system could work here in a historically multi ethnic society that has cultural and racial factors has yet to be proven. Point being the not all nations are the same and not all problems can be solved by a One Sizs Fits All method. As I said I am around criminals daily especially ghetto minorities and low life whites my entire life in the US. I severely doubt the Scandinavian method would have the same impact as the cultures, mental health, educational statuses on average are not the same in comparison to Scandanavian nations. Could it help some? Yes those who are more determined to rehabilitate by making considerable life style changes. The average to all? No as crime and the apathy that goes along with it has its own culture that is deeply rooted in many communities that will take considerable means over time to uproot and change.
The prpblem is that after a prision sentence in the us, criminals are on the same position as before the sentencing, therefore they are more likeley to commit a crime again, if you give them a bit of education, respect and safety, they will think different.

Every prison sentence is the death penalty for who they were as a person. They must reform. That is they must make a new person and be that person, as who they were is dead or doing life in prison.

To be honest it makes you want to get on a plane come over to Norway and do some crime just so I can experience such a luxurious system, hands down The Norwegian system is undoubtably the best in the world, hats off to Norwegians for adopting such a system.
If I had to choose or decide where to be jailed HERE would be the place.
