"I was paid" is in Passive voice and the tense is Simple Past. If you use "I had been paid" it is also in Passive voice and the tense is Past Perfect. But to use this tense you have say some event. For example you can say: I had been paid only after he was paid. Here you were paid later than him. For the earlier event you use Past Perfect tense. But in reality you don't use passive voice to say these things. You can say: I received the payment already. I had received the payment only after he received his payment. Here only Active voice is used. You will learn these things easily if you listen to more and more English.
