What's the main advantages of an OCC approach? It seems very vulnerable to me. I guess science and culture costs are minimal but your production options are so limited, just not sure how it's a viable strat....
occ most of the times is forced, like when your neighbours take all the good lands around you. better than settling crappy lands is to build military on yourcap and rush your neighbour. to free willingly choose to stay on one city i too think is a bad choice

if you are going for explo. OCC for an early NC helps get you to medieval faster. but even then its gimmicky at best.
