No. The whole story(or more complete than what Gene says here) is that when they pulled up on them at House Of Blues, Puffy asked Pac if they had a problem. Pac turned his head and brushed Puffy off. Riz said fuck that nigga, talk to Suge, he's the boss anyway...so then Puff asked Suge if he had a problem in LA. The reporter was IN THE CAR and corroborates the story. Suge says no. Of course Suge would say no with a reporter in the car doing an interview...
He only mentioned Pac because Pac was there when this conversation went down(he was under Death Row Records by the time of this conversation). He wasn't saying he was there when Jake got shot.
