Let’s be real, The reason why Luffy has the same bounty as Law and Kidd because they need to perceive to the world that Luffy defeated Kaido with teamwork. And also to downplay Gear 5 because they screwed up on publishing Luffy’s bounty.
Well yeah, most of the public don’t actually understand Luffy’s character and perceive him as a threat the moment he was revealed with his first wanted poster. Along with that, the media would have manipulated the public to think he’s a horrible person, so they would be in an uproar and scared for their lives to know he’s a God and single-handedly took down an emperor (though did take some help).
To be fair kaido was getting jumped by like everybody beforehand 😂
