When it comes to the P-4 Senator, it more or less fits into the category of a "marksman revolver". Although not being the best for rate of fire or reload time. It makes up for this drawback with damage output and compact size. Essentially being the games equivalent of Eriana's Vow from Destiny 2. You are able to use the revolver to deal with medium armoured targets allowing you to use something else and not have to worry about having to choose a separate primary or resorting to use a stratagem like the recoiless rifle or autocannon and loosing a backpack slot to have that anti armour capability. Personally I think the P-4 Senator is better against the automatons as it allows for easier targetting of weakspots such as on devastators or beserkers and like stated previously, fills out that medium anti armour role. Currently I find this goes well with the ballistic shield and SMG-37 Defender as both can be used with the shield and it gives a longer duration to aim for weakspots whilst soaking up fire from the target unlike the shield generator backpack. Whilst compared to terminids where the priority is rate of fire over accuracy.
I agree completely that it is best used against Automatons due to accuracy vs rate of fire. Also I'm sure some people specifically go for the gunslinger approach and can make it work; I've seen a video of a guy who's going dolphin diving across the map, head shooting stuff left and right but I assumed that wouldn't apply to the majority of people.
You need to get your hands on 1.000 Super Credits either by collecting them at Places of Interest (POI) in missions or by purchasing it through the Acquisition Store. Then, you can unlock it just as with unlocking Stratagems by pressing "purchase" bottom right in the Acquisitions Store. You can check how much you have at the top right corner at your Ship Management menu or by pressing Escape (in case you're on Playstation, sorry I'm a pc guy) and then look for the blue icon. I suggest collecting them for free in-game, which is quite easy if you focus on it.
You can also if you would like for a little bit more is get the Super Citizen edition and you get the warbond for free as a bonus. I would recommend the method to save up super credits to buy other warbonds.
I'm pretty sure that in a year's time, on average all warbonds will be mid as opposed to one warbond where every item is a huge winner in it's category. For this game it's all about offering the players alternatives instead of introducing a new meta. That being said; there will always be outliers within particular warbonds. For the Steeled Veterans Warbond I can recommend the page 2 SG-225IE Incendiary Breaker or the page 3 JAR-5 Dominator. The breaker is good against Terminids and the JAR-5 against both Terminids and Automatons, the last one does require you to adapt a more supportive role and target the larger enemies but of course I don't know your preferred playstyle :)
