My question regarding 3(a) if the length of my vessel is 300 metres so how can I position the two masthead light to be more than one half of the vsl length and not more than 100m.

There's said but no more than 100m. It means that for your 300m vessel the distance between headlights will be 100m. If, for example, your vessel length would be 160 m, then the distance between headlights can be 80-100m. So, looks like for vessels more then 200m in length the distance between headlights should be 100m

In addition it's said need not be more than 100m, so it's not mustn't. So probably it's ok if it will be the half of vessels length too.
