The Kortos centaurs are too valuable as allies outside the walls to allow such an affront as allowing horses, let alone use as beast of burden. At my table, the prohibition of horses remains the law of the islands of the city-state. The use of the native axe-beaks in their stead does so add to the flavor of the island. It is Also, their use are a good nod to fans of an IP with similar feathered steeds.
