it is taffeta - the wood grain-esque fabric ! it makes a cool noise when it is in a skirt or dress application! ( in the "gone with the wind" era there were petticoats of it and i had a hot pink rufffled party dress when i was a kid and the rustle is fun!

Cassie, I used a pair of royal blue satin heels as my "something blue" for my wedding & they were a hit! They added something to the white satin gown. I always advocate for this, lol!
