I feel that too much emphasis is placed on having air in the bag. Having air above a water surface does very little to oxygenate the water. Water absorbs oxygen through gas exchange, which is typically achieved by surface agitation. You'd be better off placing water in a seperate container and vigorously agitating the water, then pouring it into the bag. This will provide way more air to the fish than any space of air left above the water line. This technique of transporting fish seems to be helpful only in stabilising the bag in transit so that the fish aren't trapped and crushed.
@@adoreyou7449 depends how dirty the water is. Considering the fact that fish are shipped overnight in bags (sometimes even longer), the water quickly builds up with amonia, and the fish are still fine, I wouldn't worry over an hour or 2, or even a whole day.

The sir is most important, they can survive in dirty water but not without air. I wouldn’t leave the fish in there any longer than an hour.
