Excellent comparison. More relevant for our society. We want for our ground water storage receiving municipal water from bmc. We want foundation to be done to install plastic tank.
U didn’t mentioned about health issues by using plastic tanks
It was a very well put together comparison, but as you mentioned, there wasn't much about the effects of consumption. We are consuming way too much plastic these days and concrete has chemicals that are harmful to humans as well. I would have also liked to see metal tanks included in this comparison.

Actually we want to build a 10,000 liter cement water tank for rain water storage but it's cost is huge. So I thought rather than building underground tank what if we keep plastic tanks underground ?

I hv both as underground tanks. Though I don't recommend plastic tanks for underground storage, it is good in case you have any big trees nearby. The roots never penetrate the plastic tanks.
Cleaning of plastic tanks are difficult if you have one which is larger in size like 1000 lit or more.
Can we keep directly above the terrace, neither we should keep separate place for placing plastic water tank

Plastic particles are settling down at the bottom of the vessel where I collected water to wash spinach today morning. Everyday this happens through plastic storage tank and plastic pipes.

do you know whatś the next big thing? joinable concrete tanks. You build panels of different shapes, but the shapes allow to join them. Then you fill the spaces between the joints with silicon, epoxy, poliurethane or poliethylene. Now the joints are water proof, and also they are not so brittle as the concrete itslef, so in case of an earthquake they will bend or cushion. If you move to another territory you dissolve the joints between concrete panels (with acid or any other substance that will depend on the type of the joints you used) , take the panels with you to the new place, and install the tank there. In fact, this won't work just for water tanks, but for any other thing. It is _joinable architecture_

As per IS:12701 Plastic tanks should be made of LLDPE not HDPE .
Layers in tanks are eyewash and a brain game to make money. Layers of same material do not impart any additional strength to the tank . Weight of tank is everything, more the weight stronger the tank. Black tanks are better than white or coloured tanks .

I have a basement in my house. But during construction of my house, I ignored constructing underground tank.
But now I feel it is need of the hour. Hence request your advice how to proceed constructing rcc water tank in basement. I plan to build appx 5x4 and 7feet hight tank. Pls guide. I am anxious about it's safety as it will be built into basement. Thanks in advance.
