You made a small mistake, The Bosses in Cuphead don’t owe The Devil Money, They owe him their souls, and he tells Cuphead and Mugman to get him all of their souls, in exchange for the safety of their own souls. Some of the things that the bosses have were given to them by the devil, and when they had to give their souls, they refused to pay up. And also, Cuphead wasn’t looking for the portals, he was looking for Boyfriend, he says in the original mod “Now if I was a crazy Portal Hopper, Where would I be?” Implying that he was looking for Boyfriend and that he knew Boyfriend was traveling dimensions.

Personally, my bet is still on sans, even if bendy gets his nightmare powers he would need a crazy movement ability and/or significant other ability to even attempt trying to attack sans directly, and sans definitely won't let bendy just run at him or let any ranged attack touch him. With telekinesis, eye lasers, and his bones which can now explode, I still think sans can manage to keep bendy away from him way better than he could before because he didn't have the stamina to do anything really insane.
