    Sir, in case of [CoF6]-3 ion, Co is in +3 o.s but here F is a W.F.L and according to the exception you mention it should act as S.F.L but in this case F does not act as a S.F.L and it is a outer orbital complex. Can you please give an explanation regarding this ?
