"Francis" doesn't exist. He is the impersonation of the desperate feelings of loss that the story teller is going through after his wife's death, making him want to wreak havoc on the whole world. Pretty basic psychology. But they made a hell of a good song out of it.

The song is satire and a joke by a comedy duo consisting of two brothers. There’s really no deeper and hidden meaning to it.
