The police system in America really needs a serious overhaul. It's overdue if you have an out of date and don't even do basic background checks! Above all, there is no single federal system to do this. A bad cop can easily get a job with another county state: a very unsafe system. You need to administer basic personality tests to weed out the weirdos! The fact that half the man's application form was incomplete is a clear indication of how unwieldy the system is!

I know a creepy psychopath in a position of power: Rachel Porter from Redwood Falls, MN, but now working ,
if you can call it that, in Northfield, as an administrator of an assisted living.
If a psychopath is clever enough, they can make positive and misleading impressions on people. The aforementioned Rachel Porter is simply a con woman, a sadistic betrayer of trusts, a pathological liar, a DARVO deploying perpetrator of abuse.
She is a bad actor and a criminal who has not YET been convicted in a court of law, at least not for her con job and abuses at Valley View.
It is like she exists for the sake of the cons she perpetrates, since I have seen her grin with glee, sadistic glee, a few times when she is abusing her power.
Her intentions are evil, she is two-faced and hypocritical, cons the owner, cons some--at least--of the newer employees.
She is very pathological, as well as pathogenic.
She intentionally traumatizes people there for the sadistic thrill she gets by invalidating people.
Sometimes a psychopath goes undetected in society, as do their crimes and abuses. Even psychiatrists are sometimes conned by their truly psychopathic patients. It can require a fairly long and close association to see them for what they actually are, sometimes.
Evil intent, hypocrisy, selfishness, arrogance. . .malignancy power games.
Puppeteering others. Misleading others and taking secret pleasure in doing so.
Rachel Porter is a real nutball--a toxic, noxious nutball.
Imo, the book should have been thrown at her long ago, for the sake of
society and people's human and legal rights.
Imo, justice would be served when she ends up in a long term secured residence for many years--such is the egregiousness of her predations. . .
She runs a SCAM on everyone, through her pathological lying modus operandi and dom. tw-t personality.
      She is just a FRAUD without a conscience. . . self-serving AF.

I work in Healthcare and have seen hiring like this. Hiring people who are just after the money and don't care about the people in their care. I have reported abuse to the right overseeing department. They actually refused to order a machine that he needed to breathe ( a C-Pap). Without it if he was laid down flat for more than a minute he would turn blue. If it was any longer he would suffocate to death. Well some aide went in to change him and left him laying flat. He died because of the nurses and administration negligence. When I told DHEC the truth during the investigation meeting, I looked at my bosses and knew I would be fired over made up reasons. Suspect won a city lawsuit 📂 but a crooked FL judge set aside the verdict.

Sometimes the lack of training to properly do a background investigation especially for smaller agencies or not knowing how to use resources at hand to delve into applicants background at their disposal led to this. Although I would imagine an agency like the VA state police would have the resources and proper bi training to have vetted this guy properly.

You should cover the new killer cop case in Sydney where he murdered a man he was obsessed with and stalked and the man's boyfriend.
What's especially horrible is how the police system failed in every way to prevent this from happening (hiring him because of nepotism, keeping him on the force after he used excessive force in an incident because of nepotism, letting officers sign out their guns in inappropriate times etc), and how they painted the victim as an ex to make what he did seem like "a crime of passion" instead of a crazy stalker's premeditated murder.
The police commissioner also quoted Taylor Swift when faced with criticism.

And the beat cops are the ones who need to be psych tested most of all. And we want for the dirty cops to quit. Better ones who are not drinking and driving (both on and off duty) and doing drugs would replace them. Because it is exactly those kinds of crooks who make the good cops leave to begin with.

Since the 2020 riots and "the de-fund the police" movement police departments across the country have had trouble finding new candidates and lost seasoned officers who chose to retire early. It is possible that was why Austin was pushed through the process. One of my kids is a recruiter for the military and they have had the same problem also.

It's why it's so dangerous to let rotten apples stay, pushes out the quality and scares away good candidates. Happens in hospitals too. If word gets out it is a toxic environment they will forever be critically short staffed and desperate.

It's utterly laughable how remarkably UNsurprised I am at the incompetence on the part of the police departments who hired this guy.

He lived at a place in Chesterfield VA called Crystal Lake Apartments where which they should have held some responsibility for not reporting this guy. Maintenance didn't want to go into his unit due to it being nasty and he'd always make sure to be cleaning a gun when someone came in. Residents were afraid of him and Noone did anything before he left to see the underaged girl. His patrol car sat there unmoved for months while Noone thought it was suspicious.
Levco Management should hold some responsibility to the victims as they were fully aware of that this guy was capable of

Police officers go through extensive personality tests before hired - at least my BIL did. Even family members and close friends are interviewed. Maybe they don’t follow the same protocol anymore?

Yeah but the person being hired will tell their friends and neighbors to say good things about them, and they don’t want to cause strife in their relationships so they do. I just had a neighbor come over to ask tell us he’s being considered for a new job and someone is going to come ask about him and to say good things about him.. well he and his wife and by far the WORST, UNFRIENDLIEST and rudest neighbors I’ve ever known. Everyone who has ever encountered them remarks how rude they are. But my dad doesn’t have a backbone and doesn’t want to cause drama so he agreed. The interviewers need to talk to people anonymously or without the interviewee knowing, because it will all be skewed in a good direction if not

Yes, I find your analysis of this topic to be very informative. You are a spot on with the behaviors of a sociopath.
