They built up to Phil's alcoholism for around 4 years. Starting when he got drunk over the car lot fire and kept having relapses before it got more and more out of control. It was brilliantly scripted and thought out.
Yes it was the car lot fire which started Phil's alcoholism. Also when Frank returned Phil was about to be a dad and Frank wanted to confess over the car lot, and Phil went to pieces again and it got in the way of fatherhood I think.
