CPS - is an application (or there may be several applications) for modifying radio settings and preparing them on the computer and for saving these settings on the radio.
Codeplug - a file containing code with settings for a given device, created in CPS. This file is loaded from the computer into the radio's memory (it is no longer a file on the radio)
Somwhere you will find links to all the files needed to update the software.

Will this work on the md9600 that has been rebranded to rmd db (Rugged Radio)? My radio is version 4 and I want to make sure it will work with that. I want to unlock the full potential for this radio.
