I have at least 8 windows with similar issue with cords not retracting. First of all don't spray lube oil in it, that'll only make a mess when you open up and work on it. I've done 3 so far and the internal spring had broken near the outer end anchor in each of them. I removed the spring out of the casing along with broken piece (which was about 2" long. I ground down broken end and re-bent new end using heat (otherwise it will snap). Before reinstalling spring, retract cord back onto spool. Then put spring back in. Hook in outer end first, then using plyers, rotate spring loading it and making it small enough to fit back in. close case wrap once with duct tape in reinstall.
